Burns returns to the Bulls line-up for his first match since suffering a groin injury in January while playing for the Brisbane Heat during the KFC Big Bash League.
The recent Test batsman has proved his fitness with matches for Norths in the Queensland Premier Cricket competition and the Queensland Academy of Sport in the Toyota Futures League 2nd XI competition in the past 10 days.
He replaces opener Lachlan Pfeffer in the squad for the match against the Blues that gets underway on Wednesday at North Dalton Park, Wollongong.
It is the only change to the squad that defeated Western Australia last week by 211 runs at the Gabba.
Before the Shield competition paused for the BBL, Burns was Queensland's leading runs-scorer with 514 runs at 57.11.
Queensland are now on 47.87 points and will head into the last regular season match against NSW with the knowledge that they cannot miss the Final.
With an 8.58-point advantage over second placed Tasmania, which are 0.18 points ahead of Victoria, Queensland can guarantee a home final at Allan Border Field with a win over NSW.
Tasmania host Victoria at Blundstone Arena from Wednesday in a virtual semi-final to determine which State plays Queensland.
Teams earn a bonus of 0.01 for every run scored above 200 within the first 100 overs of their innings, and a bonus 0.1 for each wicket they take within the first 100 overs.
The Shield Final will run from Friday March 23 to Tuesday 27 March.
